You can use the conditional format in one cell and use the "format painter" and paste put it on the entire column. Say you have the two column in "A" and "B" and you put the conditional format in the cell B2 as =A2>B2 ... Ensure that you remove the $ sign from the formula that is DONOT put the formula as =$A$2>$B$2 .....
Once you have done this you can simply place the cursor on the cell containing the conditional format and click on teh "format painter" and then click on the entire column .... all the cell in the column will have the conditional format.
Note: "formula Painter" is a icon on the "standard toolbar".
